[OPLINLIST] Credit card use

A while back there was a discussion about credit card use by Libraries.  Unfortunately, I didn't save the information now I need it.  Was an opinion from OLC's legal counsel included as part of the discussion.  Can anyone send me a consensus of the earlier discussion?
