[OPLINLIST] opting out of health insurance

Do any libraries have policies for their employees who opt out of the paid
medical insurance offered by the library?  We have 2 FTE who want to decline
the insurance and be compensated at the end of the calendar year.  Our board
was going to pay them a flat yearly fee.  Our prosecuting attorney thinks it
needs to be a percentage of the premium.
I'm interested in what other policies are out there.
