I'm not sure if this is the study you're referring to, but it's recent
and it touches on the topic you've described.
My community relations person sent me the link last week. It looks like
the kind of thing that will be required reading for library advocates.

Does anyone have a citation for a study from an economic development
office, governmental agency, consulting firm, or private industry that
states a library is an essential service? Twice in the past month I
have read an editorial stating a public library is essential to a
community's economic development and prosperity. While I hold this to
be true, some may believe it to be an "article of faith" by librarians
and others. It would be good to have on file such sources to quote when
needed.
