If the cartridges are HP, they offer free bulk containers with prepaid 
shipping:

Office supply stores like Staples and OfficeMax, PetSmart charity, some 
other groups, offer free services as well. Some may promise to pay your 
organization, others (like HP) just responsibly recycle and dispose of 
the cartridges which is laudable.
