Last week I attended a meeting of the Chief Officers of State Library
Agencies (COSLA) with many other state librarians in attendance. One of
the topics of discussion was an initiative which is being undertaken by
ALA. The Washington Office is seeking a one-time supplemental
appropriation to help libraries serve the unemployed. The money would
probably be targeted to areas of high unemployment; unfortunately Ohio
is in that category these days.

One of the possibilities suggested was "for funding to keep libraries
open evenings and weekends to serve the unemployed and small business
entrepreneurs." Some state librarians also suggested nationwide
licensing of databases (like LearningExpress - which we already have).
But there are probably others out there that might prove helpful.

You are the experts in this area. What are your ideas on how this
one-time supplemental appropriation could be used to help you serve the
unemployed in your areas? Please send any ideas regarding this to
Ashlee Clark at aclark at sloma.state.oh.us and we will get your ideas to
the ALA Washington office. Please get your ideas to us no later than
October 20th.

The timeline is accelerated on this with a hearing planned the week of
Oct. 27 and possibly a bill by Nov. 17.

Thank you for your assistance on this.

Jo
