[OPLINLIST] Cash reserve/carry over policy

Does anyone have a cash reserve or carryover policy which specifically designates an amount of their annual budget to have on hand at the end of the year?  The local school superintendent said the school district is required to have a thirty day cash reserve and my Library Board thinks a similar policy would be wise.
