I've gotten a lot of responses to my question regarding the retention of
OH Senate and HoR Journals.  The forwarded message below, from the State
Library, seems to be the official take on what should be done with these
materials.

library is a depository as well as view the portions of the ORC devoted

Jan Haines forwarded your message regarding Ohio Senate and House
Journals to me. 

 

A letter was sent to all the Ohio Legislative Depository Libraries in
May 2005.  I don't know if that was prior to your time or not. 

 

According to ORC 149.12, Legislative Depository Libraries are located in
each county in order to make certain that legislative materials are
locally accessible to all residents.  Legislative materials are primary
source material and must be retained unless there is an official
electronic substitution.  You should be receiving a mailing weekly when
the General Assembly is in session.  Ohio Senate Journals are now
available online.  The revised list of electronic substitutions follows.


 

Ohio session laws from the 122nd General Assembly (1997-1998) forward

OGA 1.13:

 

            House of Representatives Journal beginning with the 125th
General Assembly

            OGA 98.9:

 

            Senate Journal beginning with the 126th General Assembly

Digest of Enactments, formerly Summary of Enactments, for the year 1997 

forward.

OY L 51.20/5:

 

Add legislative publications to your catalog if they are not already
cataloged.  If you do not have access to OCLC, State Library catalog
records can be your guide.  The bib records are searchable by OCLC
number.

 

In order to substitute electronic for paper, you should have a link to
the online source in your catalog.   You should only discard material in
your legislative shipment, if the item is substituted by an official
electronic substitute.

 

Ohio Depository Library Instructions were also sent in 2005.  They are
currently online at http://library.ohio.gov/LPD/fed_state_docs

 

Let the public know that you are their source for Ohio legislative
information.  I will be happy to assist you if you need help promoting
your Ohio legislative publications.
