Description

Advises the State Librarian, the senior management & the State Library
Board on overall agency operations, policy formulation, budgeting,
strategic planning & program evaluation. Assists the State Librarian
with defining & implementing State Library goals & objectives;
researches, plans & recommends new initiatives for the State Library
impacting all phases of Library  operations on a local, regional &
statewide basis; evaluates the State Library's internal & external
customer policies & programs to facilitate growth & development.
Formulates & composes complex administrative & statistical reports;
prepares & presents oral & written reports at State Library board &
other meetings. Advises, guides & communicates with State Library
personnel & the Ohio Library community regarding State Library
programming initiatives. May act as the agency's chief administrator of
operations in the absence of the State Librarian.

 

Administers & directs operations of the Library Services & Research
Division, which encompasses the following departments: Research
Services, Patron & Catalog Services, Marketing and Communication,
Talking Books Services. Supervises, directs & evaluates supervisory &
non-supervisory staff assigned to the Library Services & Research
Division; reviews & approves budget proposals & purchase requests from
department heads of the library services & research division.
Coordinates work of the Library Services & Research Division with other
divisions of the State Library, other libraries & state & federal
government officials.

  

Administers & evaluates state & federal subsidy programs and other grant
opportunities; Monitors, assesses and recommends actions related to
state & federal legislation affecting State Library operations.

 

Minimum Qualifications

Required - Master's degree in Library Science from an ALA accredited
library science program.

Completion of graduate core program in library science as required by
college or university; 7 yrs. exp. in librarian position; 24 mos. trg.
or 24 mos. exp. in management, supervision &/or administration. -Or
alternative, equivalent evidence of the Major Worker Characteristics
noted above.

 

Major Worker Characteristics

Knowledge of library science & technology; public relations; public
administration, project/program management, &/or supervisory
principles/techniques; budgeting. Ability to deal with many variables &
determine specific action (e.g., research procedures, policy development
& interpretation); develop complex reports & position papers; handle
sensitive inquiries from & contacts with officials & general public;
develop & maintain good rapport with library staff, officials, public
agencies &/or community representatives; calculate fractions, decimals &
percentages; gather, collate & classify information about data, people
or things; establish friendly atmosphere as administrator.

 

Salary

Range $63,814.40-$83,657.60 with excellent state employee benefits
