You are certainly right.  Our budget has already dropped from $6 million or more to around $5.3 million.  If we were to fall below $5 million, we would have much stiffer competition.  

One thing I am noticing is that, quite naturally, smaller service populations tend to have better per capita figures and the larger the population served the more difficult it is to score as highly.  That's why Cuyahoga County is to be commended for its score in excess of 1400.

By the same token, it is also easier for a single branch library to score higher than a multi-branch system.  According to my computations, we do very well when these things are considered.

Shaker Library earned the highest score of any library in Cuyahoga County, the second highest of any library our size or larger in Ohio, and the 3rd highest score of all libraries our size or larger in the United States.

In terms of the number of materials checked out by the public on a per capita basis, the Shaker Library is fourth in the country (and third in Ohio) among multi-branch systems and fifth in the nation for all libraries serving a population of 30,000 or more:
