You can use it at any location "in-house" now...they are just picky
about remote access for home users, because Ancestry tries to sell
direct to genealogists at home.

Please let me know if you need more help with this.  It may be that we
need to double-check the IPs on file.  Here's what I sent to ProQuest:

66.213.68.128 to 66.213.68.255

And if you want to make things a little easier on yourself, you could
ask the folks at OPLIN Support to put up a link for you on your
library's Locally Purchased Database tab in the Ohio Web Library:

It's just a matter of sending a quick e-mail to support at oplin.org, but
it does need to come from you (rather than me...)
