[OPLINLIST] New library card procedures

I would like to know what other libraries allow new card holders to check
out.  We currently allow new card holders to check out two items, and when
they are returned, patrons are allowed to check out anything within our
regular limits.  Do you verify phone or address info in any other way than a
photo ID?
