[OPLINLIST] Bookmobile Plates Query

Hello all:
We are in the process of getting new plates for our new (used) bookmobile.
The choices are city, county/township, government (federal) or state. We are
not a city bookmobile. We are a county library, but a separate political
subdivision from the county, we are not feds and we are not state. What
would you select in the "box" on the application? Any suggestions? We are
also contacting Ohio BMV, but thought I'd ask here, too.
