[OPLINLIST] Group Home/Homeless/Transient Patrons

Our library is considering offering library cards to patrons who do not have a permanent address, but with some restrictions.  Do any of your libraries have different loan rules/privileges for these kinds of patrons?  If so, what are they?  Thanks in advance!
