[OPLINLIST] Claiming items were stolen

I would approach this in the same way I do when there are materials lost in
a fire. Request a claim be made with the home-owners insurance for recovery.
In the case of a fire, most times we will either work with the patron or
waive the fines. The victim of theft can also make a claim through certain
victim recovery funds. Also, ask to see a police report with an officer's
signature. I would imagine it is a crime to falsify a police report.  My 2
cents.
