While illegal downloads are certainly the main attraction of torrent
sites, I don't think it's completely accurate to say that they exist
solely for that purpose.  (Although when they have names like "Pirate
Bay," the argument for the Defense is weak).

Blocking torrent sites will help, but it won't keep your network
torrent free.  If someone is running torrent software on their own
computer and they already have the tracker, magnet link or .torrent
loaded, they can probably connect to the swarm.
