[OPLINLIST] Charge for ILLs Especially Those Not Picked Up

We do not charge either for an ILL request or when a patron does not 
pick up the item.

I tend to think of ILL as being part of the basic set of services we 
offer, and as such, am hopeful that we will not need to charge for it in 
the future.  That said, our ILL traffic is fairly light and I think we 
only occasionally have ILLs that do not get picked up.
