If nothing else you might try the 'poor us' card.
I don't play it often but am 3 for 3 so far.
Successfully played it a few years ago to obtain genealogy s/w and training
disks for patron use in the library.
About 9 or 10 years ago it got us professional version website s/w.
And even earlier Novell came through with a very discounted BorderManager s/w.
We give back to the community and other libraries in different ways so it's not
all one way.
