Any Windows based PC has these features already, they are just disabled by
default.  You may want to check out
http://www.microsoft.com/enable/products/windows7/ for further information.

I need a company or specifications on what to get for a new computer for the
visually and hearing impaired.  I have a group that wants to donate money to
purchase this computer that is user friendly for people.  If anyone has any
information that they can share with me I would appreciate it.
