[OPLINLIST] 1040 instructions

According to the IRS Shipping Information page <http://www.irs.gov/uac/Shipping-Information-Tax-Products> the 1040 Instructions will begin to ship on 25 February. At the top it says it may take up to 3 weeks for forms to be delivered after initial shipment.
