[OPLINLIST] Independent Contractors + OPERS

We received notice on a new form from PERS relating to individuals who
provided personal services to a public employer for which no PERS was
withheld or reported.  Does this apply to presenters or performers (such as
Summer Reading Program people) that we hire on a contract basis, and/or
people who do one-time maintenance-type jobs at the library?  Also, how far
back are we expected to find individuals who did jobs for the library, so
they can potentially request OPERS benefits?  My FO and I are confused.
