[OPLINLIST] Off-site Internet connections and E-rate

As more libraries consider placing wireless hotspots in their community,
using TV white space or similar technology, OPLIN has taken a closer look
at E-rate rules and noted that Internet traffic that originates off library
property and then uses the library's OPLIN connection to access the
Internet is ineligible for E-rate support and must be cost allocated out of
our E-rate funding request.

That means this year, when we ask all libraries to send us the usual Letter
of Agency and Form 479, we will also ask if you are using your OPLIN
connection to carry traffic that originates off library property.
(Bookmobiles and library kiosks are considered library property, so their
Internet traffic is not a concern.) If you do route off-site traffic to the
OPLIN connection, we will ask you to email a chart of the off-site
bandwidth usage so we can compare to our charts of your total usage and
make the necessary adjustments in our E-rate funding request.

We are still working out the details of collecting the off-site bandwidth
data from you and will have more information later, but I wanted to make
sure you are aware of the need to meter off-site bandwidth if you are
planning to offer community wireless hotspots.
