[OPLINLIST] Subject: Home bound patron fines

We do not charge for overdue fines, since the patrons are limited to
when our Outreach librarian visits them in terms of both checking out
and returning items. However, if items are declared "Lost" because the
patron fails to return them when the librarian visits, they are billed
for those items.
