[OPLINLIST] Update to EBSCO Minimum Browser Requirements

Forgive me for sending this again, but I think the EBSCO broadcast email
inside my broadcast email may have triggered some people's spam filters, so
here it is again without the EBSCO email. Which said: Beginning in July
2017, they will no longer support Internet Explorer 8.0 or 9.0 due to
security risks.
