[OPLINLIST] Out of State Fees

We are on the Indiana border. Because we have a local levy, we charge
$100.00 for out-of-state for a year. This gives them access to all our
electronic resources including hoopla (which we budget for each year). As
director, I have the authority to waive that fee and I do if the
out-of-state patron works in Ohio or owns land in Paulding County.
Unfortunately, from what I have heard, for the Fort Wayne (Allen County,
IN) area, citizens have to pay a fee to use a library outside their local
community library service area, even if the library is located in the
county. I do not like the concept of charging a fee, but in this case, it
is a funding issue. We have no restrictions for any Ohio citizen who wants
to obtain a library card.
