The State Library of Ohio invites qualified applicants to apply for the position of Library Consultant

Do you have at least 5 years full-time experience in a library science position? Do you meet the additional minimum qualifications listed in this posting?

What are this position's duties?
 If you're selected for this position, you can expect to spend your time:

  *   Consulting with other agency staff, libraries, governmental agency employees and statewide professional groups on training needs and development of training opportunities.
  *   Assisting public libraries in their strategic planning process.
  *   Fostering successful, ongoing collaboration and knowledge exchange among Ohio libraries.
  *   Forming collaborative relationships and partnerships between Ohio libraries and other organizations.
  *   Providing excellent customer service to all of the State Library's internal and external customers.

Supplemental Information:
This position is unclassified per ORC 124.11(A)(7)(b)<http://codes.ohio.gov/orc/124.11> and as such, serves at the pleasure of the appointing authority.


All final applicants tentatively selected for this position may be required to submit to a urinalysis and successfully complete a background check.

Qualifications
Master's degree in library science from accredited college or university; 12 mos. exp. in library science position performing budgeting & project management tasks or in management &/or administration; 5 yrs. exp. in library science position. Or equivalent of Minimum Class Qualifications for Employment may be substituted for the experience requirement.


Knowledge of: library science & technology; public relations; agency, state &/or federal rules, regulations, statutes, policies, &/or procedures applicable to library science & assigned specialty area*; budgeting; project management; customer & personal service; administration & management; English language (e.g. rules of composition & grammar); computers & electronics (e.g. applicable software & applications); clerical procedures & systems; sales & marketing; education & training. Skill in: active listening; reading comprehension; speaking; coordination; instructing; service orientation (e.g. actively looking for ways to help people); critical thinking; complex problem solving; judgment & decision making; writing; monitoring; social perceptiveness. Abilities: oral comprehension; oral expression; written comprehension; inductive reasoning; written expression; deductive reasoning; problem sensitivity; information ordering; speech clarity; speech recognition; deal with many variables & determine specific action (e.g. research procedures; policy development & interpretation); handle sensitive inquiries & contacts with officials; develop & maintain good rapport with professional & non-professional library personnel, officials &/or community representatives; use proper research methods in gathering data; calculate fractions, decimals & percentages.

All applicants must submit a completed Ohio Civil Service Application using the online Ohio Hiring Management System.  Paper applications will not be considered.  Applicants must clearly indicate how they meet the minimum qualifications and/or position specific minimum qualifications in all possible detail.  Applicants must document and fully detail any experience, education, and/or training related to the job duties above.  An assessment of these criteria may be conducted to determine the applicants who are interviewed.  The completed application will be the sole criterion used in determining eligibility for this position.  Resumes and transcripts may accompany the applications as supplemental information only but will not be reviewed to determine if the minimum qualifications are met.  No additional information will be accepted after the closing date.

It is required that applicants also include their answers to the supplemental questions along with their application. Submitting an application without the supplemental questions would mean that the application was not submitted in its entirety and will not be considered.  All answers to the supplemental questions must be supported by the work experience/education provided on your civil service application.

The final applicant selected for this position may be required to submit to urinalysis prior to an appointment to test for illegal drug use.  The State will decline to extend a final offer of employment to any applicant with a verified positive test result.  Also, an applicant with a positive test result will not be considered for any position with the State of Ohio for a period of one year (not applicable to current state employees). In accord with the Ohio Revised Code Section 125.151 (B), all employees whose employment commenced on or after June 5, 2002, and is paid by a warrant issued by the auditor of state, must have his or her compensation directly deposited in the institution of their choice.

Background Check Information
Employment is contingent upon successful completion of a criminal records check as required by Section 3721.121 of the Ohio Revised Code.  Applicants who have been convicted of or pleaded guilty to any of the offenses listed in 3721.121 (C)(1)(a) may be excluded from consideration.
