Fairport Harbor Public Library Seeks Qualified Candidates for Chief Fiscal Officer


Fairport Harbor Public Library is a small and welcoming library in a friendly Lake Erie beach town where the staff know almost all the patrons by name.  This CLEVNET system library serves both the community library patrons and the village school students in grades Pre-K to 12.   For almost 100 years, the Library has been dedicated to delivering the best possible library service with an easy, but professional, team-work approach.  The staff and administration continuously work together to ensure a progressive, growing, and vital community library.



Position Title: Chief Fiscal Officer


Part-Time: 8-12 hours a week, 1 Tuesday evening a month, flexible schedule.



Salary: Commensurate with Experience



Reports to: The Fairport Harbor Public Library Board of Trustees and works alongside the Director for purposes of daily operations within the Library system and serves as a member of the Administrative team.



Position Description: This position oversees all daily financial operations of the Library.  Primary responsibilities include managing the Library's financial and payroll systems, overseeing investments and insurance, and the Library's compliance with legal and regulatory requirements. This position also serves as the Library’s human resources agent.   This person ensures that all financial operations comply with statues of the State of Ohio, state auditing requirements, federal and local laws, sound financial practices, and the policies and decisions of the Board of Trustees. These requirements mandate internal control mechanisms which include an encumbrance-based accounting system based upon budgeted appropriations and purchase orders, treasury management, monthly financial reporting, and biennial audits.


Preferred Qualifications:  Bachelor's degree with emphasis in accounting required; CPA, CGFM or CPFO preferred;  five years of directly related professional experience; certification and bonding as required by law; knowledge of QuickBooks, preferred; candidates with prior government accounting/ non-profit experience will be given primary consideration.  Must have a valid driver’s license and be able to pass a criminal background check.  Current Public Notary certification and familiarity with the CLEVNET library system a plus.  Must have a valid driver’s license and be able to pass a criminal background check.
