The Public Library of Youngstown and Mahoning County<https://www.libraryvisit.org/> (OH) seeks a knowledgeable HR Specialist in Labor and Employee Relations to assist with labor relations and human resources matters including gathering, collecting, and maintaining documents and records required for contract and policy development, investigations, and negotiations. The HR Specialist with interface with staff and management to foster a good working relationship, and will provide insight to the HR Director as to employee concerns, strategic planning, and other high-level decisions.

Responsibilities.  (1) Responsible for maintaining positive and productive labor relations by overseeing management of labor relations; including negotiation of collective bargaining agreements, periodic meetings with union representatives, processing grievances, administering labor relations policies and agreements, and ensuring adherence to established policies and practices. (2) Interpret and administer contracts pertaining to wages, grievances, employee welfare, health care, union, and management practices and more. Handles routine labor relations and human resource inquiries related to policies, procedures, and bargaining agreements; refers complex matters to appropriate management staff. (3) Identifies, formulates, and recommends proactive initiatives in all areas of employee and labor relations to both create efficiencies and to identify and resolve potential issues before they arise. (4) Manages all facets of employee relations, including investigations and resolutions to employment disputes. Acts as a liaison between staff and management for a variety of HR related matters. Provides guidance regarding and/or creates and maintains accurate documentation of investigations or other employment or labor matters. Enforce labor agreements and other Library policies and procedures related to employment. (5) Collects information and data to assess cost and policy implications of negotiations and disputes. This may include management and union proposals, pay scales and wages, benefits, working conditions, and other mitigating circumstances. (6) Assists in keeping HR Dept in legal compliance, which includes attending seminars, checking government websites and keeping up-to-date with knowledge of various laws and regulations. (7) Ensures compliance with federal, state and local legal requirements, related to EEO, OSHA, NLRB, and Workers’ Compensation. (8) All other duties, as assigned.



Qualifications.  Bachelor’s Degree in Human Resources, Labor Relations, Business Administration or related field. Minimum three years of experience in human resource work, preferably in a union environment. Well-versed in managing union environment including expansive knowledge of labor laws, processing and managing grievances, and collective bargaining trends with the union. Excellent communication skills, both verbal and written. Requires the ability to maintain a helpful, pleasant and tactful demeanor even when stressed by demands of difficult situations. Knowledge of current local, state, and federal employment laws. Thorough understanding of laws, regulations, and guidelines related to HR and contract negotiations. Good problem-solving and organizational skills. Excellent attention to detail and accuracy. Ability to maintain a high level of confidentiality.



Physical Requirements.  Nature of work requires an ability to effectively communicate and exchange information, collect, compile and prepare work documents and operate standard business office equipment as well as intense concentration of both a technical and interpersonal nature, subject to constant interruptions and distractions. Travel to other library branches required occasionally. Majority of work is performed in a general office / library environment primarily sitting at a desk. Availability for extended or non-traditional hours as needed to perform job duties.



Work Schedule.  37.5 hours per week during regular business hours. Availability for extended or non-traditional hours as needed to perform job duties.  Participation and attendance at promotional events and off-site meetings required. Requires regular travel to other library branches, and community meetings as needed.



Compensation.  This is a non-exempt position with a starting annual salary of $43,920 (negotiable with experience) and an excellent fringe benefit package including a pension plan with the Ohio Public Employees Retirement System (OPERS).
