[A close-up of a person smiling  Description automatically generated]It is with both sadness and great pride that we announce Library Consultant and LSTA Coordinator Cindy Boyden is leaving the State Library of Ohio to join the staff at the U.S. Institute of Museum and Library Services (IMLS) as a Senior Program Officer. Starting in early June, Cindy will be one of three senior program officers for the IMLS Grants to States program<https://imls.gov/grants/grant-programs/grants-states>, and responsible for a portfolio of twenty state library administrative agencies (SLAAs) that receive federal funding for libraries on a formula basis (CO, FL, GA, IL, KS, KY, MA, NE, NV, ND, OK, OR, SC, SD, TX, UT, VT, VA, WA, and WY). Cindy will be the primary contact for these states in helping them administer their federal funding and responsible for reading and accepting their annual reports, five-year plans, and five-year evaluations.

She will conduct a site visit to each of the 20 states once every five years to help IMLS with monitoring and compliance efforts related to federal funding for the Library Services and Technology Act (LSTA). In addition, Cindy will work with the larger Grants to States team to plan annual training events for the states as well as serve on other agencywide teams and as a point person for various initiatives on an ad hoc basis.

"During her time in this role, the sheer amount of grant initiatives-and subsequent grant applications-grew exponentially, and that speaks to Cindy's excellent stewardship and guidance. While I am excited for her to have this awesome opportunity at IMLS, she will be greatly missed here at the State Library."

Cindy began her tenure at the State Library in 2014 as a Library Assistant in the Circulation & Special Services Department and was promoted to her current Library Consultant position in the Library Programs & Development Department in 2015. She has overseen day-to-day operations and activities associated with Ohio's Library Services and Technology Act (LSTA) program, including assisting libraries in developing grant proposals, coordinating the grant review process and monitoring funded projects. Cindy also worked with libraries on their strategic planning processes.  She was instrumental in the development of several new LSTA grant initiatives, including Mental Health First Aid and Celebrating Ohio Book Awards & Authors, and was a key contributor in the creation of the CARES Act Mini-Grant and ARPA Outreach Grant initiatives.

Cindy Boyden<mailto:cboyden at library.ohio.gov> received her Master of Library and Information Science from Kent State University in 2013 and did her practicum experience at the State Library of Ohio. She graduated cum laude from Otterbein University in 2008 with a Bachelor of Arts in English Literature.
