[OPLINLIST] Extended deadline for ECF Window 1 & 2 Invoicing

Greetings,

There was a technical error that caused issues with ECF invoice filings on
Monday, October 30.  The FCC has extended the deadline for filing to *Friday,
November 3 at 7:59 EDT* to make allowances.  The full announcement can be
