Thermal leak detector: We have a not-super-fancy but not totally cheap one
in our library of things. It doesn't go out a ton but it is very useful.
I've used it at the library a few times. I also put one in our ghost
hunting kit.
Heating ideas: Do you happen to have ceiling fans? If so, set them to
reverse to push warm air down.
Drafty windows? Consider heavy drapes to cut down on drafts. If they are
not drafty, letting the sunlight in might be a better option. If they are
VERY drafty, consider plastic weatherproofing film.
Seal any gaps with weatherstripping or draft stoppers (rolled up towels or
fabric can work in window sills or alternately, if you have a sewing club,
ask if they would take this on as a project. ) and/or door sweeps.
If it is within your budget, consider talking to your board about
contacting a contractor to add insulation/more permanent weatherproofing
measures.
