LOL, well...TBH, a $30 thermal scanner is pretty affordable. Cheap enough that I've kept one handy for many years. If you can imagine a cone emanating from the end of the thermal gun, with the cone growing wider the further you get from the gun, you'll have an idea of how it works, The guns generally just give you an average temperature reading within the cone (range). If you're scanning a larger area like in Rachel's use case, you'd just have to point the gun around the area you're interested in and try to get a general sense of the temperature. Maybe in a specific area of interest, you could get closer to scan more precisely to locate a specific spot that's leaking hot/cold.
But a more pricey thermal camera would give you a much better picture of the nuances and temperature fluxuations across the area that you're looking at. If I was trying to do something like what Rachel is doing, and if my local library had a more advanced thermal camera... I'd absolutely go and borrow that one over my cheap one!
(Shannon just beat me to the "send" button. But if I were going to add one to the LoT, I'd go that route. Not-super-fancy, but not totally cheap!)

Not specifically insulation-related, but a thermal scanner could help you identify the specific locations where you're having the worst heat loss/cold infiltration issues to help you focus your efforts. These devices range from a cheap $30 gun-style scanner at Home Depot to professional level thermal imaging cameras at prices you probably don't want to pay. I keep a cheap thermal scanner at home and we use it for all sorts of random things ranging from heat/cold loss around my office/house to making soap (heat-generating chemical reactions). Perhaps you or your staff have one laying around that could be borrowed.
WRT Styrofoam: I've used bubble-foil insulation with great effect in certain situations. (Think bubble wrap made out of aluminum.) Very thin...less bulky than foam and might be useful in your situation.
