Massillon Public Library is looking to hire a Human Resources Coordinator

POSITION DETAILS:

                Position Title:                     Human Resources Coordinator
                Reports To:                         Finance & Administration Officer
                Position Type:                   Hourly, Non-Exempt

PURPOSE:

·         Coordinate the Library's Human Resources functions in order to ensure excellent service to all patrons, and promote a positive work environment in accordance with Library policies and the laws of the State of Ohio.
QUALIFICATIONS:

·         Bachelor's Degree from an accredited institution in Human Resources, Business Administration, or other related field preferred, Associate's Degree will be considered

·         Experience in a professional business setting desirable

·         Library experience a plus

·         Must qualify to be bonded

·         Must be insurable by Library's auto carrier with a valid driver's license

·         Must have acceptable results on a criminal background check
ESSENTIAL FUNCTIONS:

·         Work with Library Administration and Management Team to ensure the Library's compliance with federal and state employment laws, court decisions, and trends affecting personnel policies and procedures (FLSA, FMLA, COBRA, ADA, OSHA/PERRP, HIPAA, Department of Transportation/CDL etc.)

·         Personnel File Maintenance

o   Maintain Library's personnel files, ensuring accuracy and completeness

o   Maintain specific files, as required, including, but not limited to:

§  I-9 Employment Eligibility Verification forms

§  Library-issued property forms

§  DOT (Department of Transportation) drug screening consortium documentation

§  CDL (Commercial Driver's License) compliance documentation

§  PERRP (Public Employee Risk Reduction Program) filings

§  FMLA (Family Medical Leave Act) documentation

§  AOS (Auditor of State) fraud reporting training documentation

o   Draft payroll change forms for any/all personnel changes - for Business Office and personnel file

·         Employee & Management Team Support

o   Provide consultation and input to Finance & Administration Officer regarding HR issues and needs

o   Ensure up-to-date display of all legally required public employment policies in all required locations

o   Assist Management Team with hiring processes and documentation

o   Maintain and update new employee orientation materials

o   Conduct initial employee onboarding

o   Coordinate annual review of position descriptions

o   Assist Library Management Team with resolution of employee grievances and complaints

o   Assist Library Administration and Management Team with progressive disciplinary proceedings

o   Coordinate termination processes of employees, under direction of Library Administration

o   Administer benefits program for staff under direction of Finance & Administration Officer

o   Implement, interpret, and distribute personnel policies as directed by the Library's Administration and Board of Trustees

·         Miscellaneous other general requirements

o   Maintain appropriate confidentiality of personnel information

o   Demonstrate the ability to work independently, and to organize, prioritize, and complete assigned tasks efficiently and accurately

o   Maintain professional and technical knowledge by participating in training opportunities, reviewing professional publications, networking, and membership in professional organizations

o   Make purchases as budgeted for the HR function

o   Assist the Business Office in daily cash drawer and deposit tasks

o   Follow appropriate cash handling procedures

o   Serve as Notary Public at the Library's expense

o   Attend appropriate meetings and workshops

o   Maintain regular and reliable attendance

o   Abide by established Library policies

o   Demonstrate ability to get along with others

o   Necessary physical aspects include, but are not limited to:  standing, sitting, operating office equipment, climbing steps, lifting up to 35 lbs., and pushing or pulling loaded carts

o   Perform other duties as assigned by supervisor
