The Muskingum County Library System is seeking a full time Fiscal Officer to
join our dynamic Leadership Team and successfully oversee the financial
operations of a public library system with an annual operating budget of $
6 million.

Our ideal candidate is a person who understands the fundamentals of
governmental accounting, will engage with the Board of Trustees, Leadership
Team, staff and the community. They communicate well, are committed to
lifelong learning and will uphold the highest standards of governmental
accounting practices and the Ohio Ethics law as it applies to public
officials.

Muskingum County is located in beautiful Southeastern Ohio just 50 miles
east of Columbus with a population of over 86,000. The Muskingum County
Library System has locations across the county  including in Dresden, New
Concord, Duncan Falls, Roseville, South Zanesville and Downtown Zanesville.

Location: John McIntire Library, 220 North 5th St, Zanesville, OH 43701

Salary: $60,000 to $80,000/year, commensurate with experience

Closing Date:  March 24, 2025

Job Responsibilities: This position ensures that all financial operations
comply with state and local laws, the directives of the State Auditor, and
policies and decisions of the Muskingum County Library Board of Trustees.

Qualifications: Candidate must have knowledge of governmental fund and cash
basis accounting principles, practices and procedures; have experience in
strategic financial planning; and hold a Bachelor’s Degree in  Accounting,
Public Administration or related field.

Preferred: Candidate with a minimum of three years of governmental
accounting or auditing experience and a CPA license

Primary Responsibilities

   -

   Responsible for the day-to-day financial operations of the Library
   including receipt, investment and expenditure of library funds.
   -

   Serves as a member of the Library’s Leadership Team.
   -

   Provides data and assists the Executive Director with the preparation of
   the annual budget and appropriations document.
   -

   Develops and maintains a system of internal accounting controls. Invests
   funds to maximize interest.
   -

   Prepares and presents monthly financial statements for the Board,
   semi-annual financial report to County Budget Commission, annual financial
   report for State Auditor’s Office.
   -

   Develops and implements long-term financial strategies to ensure the
   fiscal sustainability of the library system, aligning financial planning
   with the organization’s strategic goals.
   -

   Collaborates with the Executive Director and Leadership Team to support
   strategic decision-making and resource allocation.
   -

   Maintains all payroll and fringe benefit records in compliance with the
   requirements of the Ohio Revised Code and other applicable laws.
