[OPLINLIST] Book titles and characters in art work

Has anyone used book titles and characters in art for the library lately?  This would be a long-standing (several years at least) artwork on library walls.  Do we need to get permission from the author, illustrator, and/or publisher?  If it makes a difference, we would be paying a local artist to create it.
