[OPLINLIST] HVAC controls replacement

We are looking at replacing the controls for our HVAC system.  My understanding is that this would be expensive enough that we would need to do sealed competitive bidding.  



My question is, has anyone gone through this lately and have an RFP you'd be willing to let us look at?  If you've managed to get this done by piggybacking off of an existing State contract, how did that work out?  



Has anyone done a HVAC controls project lately where you were able to get away from networked centralized controls?    



For reference, this is for our main library which is roughly 20,000 square feet that uses a boiler & chiller plant hot/cold water system for heating and cooling.
