No; branches are library property.

To my knowledge, no library in Ohio uses technologies to provide
OPLIN-supplied internet off library property. If your Wi-Fi signal is
strong enough, say, to reach the park next door, that still originates from
equipment on your property.

If you had a hotspot off library property that connected back to your
library somehow (TV whitespace, point-to-point wireless, etc.) then you'd
need to estimate the bandwidth at that off-premises access point.
