Oh, what the heck, since I'm in the process of actively avoiding a
project this afternoon....
At risk of being branded a wireless Ludite here's my opinion:=20
You need to first answer the question "why are you providing a patron
with an IP?"
If the answer is "because it's cool" then any and all your Board
policies regarding Internet access apply to that patron whether they are
at a study desk or out in the parking lot (or in my case in the local
park). You not only have to filter, but turn the filter off in a
reasonable time.
I am frankly too old to even attempt to visualize the procedure for
telling a wanker they have to log off their personal laptop because they
are viewing inappropriate material.
But, if the answer is to provide access to your catalog and propriety
databases, then you can set up a system where the wireless patron gets
an IP, is taken to an authentication page, then to a catalog/database
page. This page of course runs against your filter, has a clever (but
yet unwritten) java client that sets up your pay-for-print, and you slip
under CIPA and SB144 because this is just a patron-owned OPAC.

Sorry to be contrary, but I just don't think folk are thinking this all
the way through.

Jim pointed helpfully to OLC's analysis.  Again, I'm not a lawyer,
but the part Jim quoted is the segment of the law determining
to whom CIPA applies.  The actual text of the law says that none
of the specified funds will be made available to a library unless=20
that library "has in place a policy of Internet safety for minors that
includes the operation of a technology protection measure with=20
respect to any of its computers with Internet access [...]"

The key words being "any of its computers."

I am quoting from section 1712 of the law.  It can be found on=20
page 6 of the PDF available from the ALA site,
