WebJunction provides links to information about CIPA and evaluations of filtering solutions at http://webjunction.org/do/Navigation?category=496.  You might particularly want to look at http://libraryfiltering.org/ and their "Platform & Pricing" page.

A server-based filter would probably give you more control, for instance with custom block lists, and better reporting.  But some of these filters are scaled to start at 50 users, so they may not be cost effective for you.

We use N2H2 (SecureComputing) Bess filtering, and are quite happy with it.  But we do have 50 users, so a server makes sense for us.  We use general and adult user profiles on our public computers with different filtering levels, but can also temporarily override the filter.
