[OPLINTECH] OPLIN Network Issue 2008-06-19

All,
    The outage today was caused by problems on both the primary, and 
secondary connections between the state of Ohio network, and Time 
Warner: TC. A little after 2pm today, the connection was declared stable 
again. Sorry for the surprise, but this was an unplanned outage.
