I suspect they costed it out for the size of our organization. We actually paid them to help develop the product they are using and I know they are now offering it to other libraries. I'm not sure what they are calling the service but if you call them I am sure that you could work out a deal based on your libraries need/usage. 

I can tell you that versus sending out postal mail notices at 42 cents each we are saving over $30,000 a year by sending texts (grant it email notices are free of course so that is the preferred method)
