This turned out to be an interesting question.
In the FAQ's published on the BroadbandUSA site,
http://broadbandusa.gov/files/BIP_BTOP_FAQ_I-III.pdf, question VI.B.2 on
pages 29-30 deals extensively with restrictions on the sale of
federally-funded "facilities" under BTOP. It looks like they want you to
keep all equipment for 10 years, unless you explain otherwise in your
application. If you can demonstrate that sale of the equipment would be
in the best interest of those that are served by the project (and who
wants to use 10-year old computers?) and propose a more reasonable plan,
then you should be OK. NTIA simply wants to avoid unjust enrichment
that may result from a quick resale of equipment funded by BTOP grants.
Read the entire FAQ if you can, it's quite extensive.
While digging for this information, I found something else interesting
in the FAQs. FAQ IV.C.4 on page 18 deals briefly with using previously
purchased equipment as an in-kind match. Apparently this is allowable,
"...if the equipment is appropriately dedicated to the BTOP-funded
project." I'm not sure how to interpret "dedicated," so I'll leave that
to your judgment.
