Description:
With shrinking tax revenue from the state, more and more public
libraries are seeking local levies to offset cuts and reductions. But for
years, we have thought that levies just can't be successfully passed in
southern and southeastern Ohio. This past November, of the 37 levies on the
ballot, 30 were passed by voters --including one by the Garnet A. Wilson
Public Library in Pike County. Join Tom Adkins, Director of the Pike County
Library, and Luke Francis, campaign manager, to learn the strategies and
tactics they used to pass their operating levy with 58% in the YES column.
Tom Adkins has served as Director of the Garnet A. Wilson Public Library of
Pike County for 13 years. Prior to his appointment there, he served as
Extension Services Coordinator for Portsmouth Public Library. He has been
active in the Ohio Library Council where he has served as treasurer and as
president of the board.
He is also a past SERLS (OVAL) board member.
As a lifelong resident of southern Ohio, Luke Francis has a passion and
commitment to serving people. Since 2007, Luke has been
hands-on in service and has worked in the Pike County Chamber of Commerce,
the Office of Congresswoman Jean Schdmit, the Ohio Governor's Office of
Appalachia, the Pike County Commissioners' Office and has managed two
successful county-wide political campaigns. Luke has also organized various
fundraising events which have benefited groups such as Elizabeth's Hope
Pregnancy Resource Center, Students from Shawnee State University, and the
Pike County Food Pantry. Although young, Luke has a seen firsthand the
desperate need for improved infrastructure across Ohio's Appalachian region
and hopes to work to see an Ohio where all have access to quality water,
sewer, and broadband internet access. Luke is currently pursuing a Master's
Degree in Public Administration at Ohio University.
This workshop is free to all library staff as well as Board Members, Friends
of the Library members and Campaign volunteers. Registration is required.
