You might check out CUPS for print management
Ref http://www.cups.org/documentation.php/options.html

One CUPS option is:

Holding Jobs for Later Printing
The -o job-hold-until=when option tells CUPS to delay printing until the "when" time, which can be one of the following:
-o job-hold-until=indefinite; print only after released by the user or an administrator

Also found this link that discusses it.
http://www.linuxquestions.org/questions/linux-software-2/cups-print-queue-manager-for-print-server-425896/

I started to make a print server using it but got sidetracked.

Possibly Jim Mann at GCPL has done this ??

Man if Envisionware would run on Linux (planned for 2010) or better yet, if there was an open source time/print management package, I'd give this serious consideration.

openSUES-Edu-Live-li-f-e (Linux for Education) based on openSUSE 11.2 is
now available
Has Gnome Desktop

The 3GB iso may be downloaded , burned to a DVD and run in a PC.
It may also be run directly in a virtual machine, such as VMware Server
allows.
Check the MD5 Hash after downloading to verify a good iso.

After starting, there is a Live Installer desktop icon to install the
system to the hard drive, if desired.
During the install the root partition size must be changed to at least
10GB or the install fails.
This is noted in the instructions.

I did a smooth VMware Server install on a Dell Inspiron Vista Home
Premium laptop.
The machine was set as 2 core, 1GB mem, 20GB HD, 2 NICS, USB

It also has LTSP etc to allow thin clients.
