[OPLINTECH] GCPL: Monster and USAjobbank blocking IP

I'm getting 403 errors from usajobbank and Monster and it looks like they may be blocking the entire OPLIN 66.213 IP range.
Anyone else seeing this problem?
Any ideas?

BTW: I know that Monster was hacked and has added security in the past couple weeks.
