I looked into the same thing about 3 months ago. After talking to two
Time Warner staff at various levels within the company, they both said
that Time Warner no longer offers free cable TV to public libraries.
We ended up going to Dish Network's commercial plan to provide our
patrons with the latest news and weather information.

Subject: [OPLINTECH] Free Cable TV Service for Public Libraries
Several years ago I heard that public libraries could get free cable TV
service as part of the Cable In the Classroom project.
We'd like to get this for our library. Is there a special contact number
for public libraries in OH to get this? Time Warner is the Cable
Provider for our community (Washington CH, Fayette Co.).
If someone could provide me with contact for this I'd appreciate it.
