If I understand the question correctly, GCPL's answer is Time Warner aka RoadRunner.
We have free (knock on wood) business class RoadRunner in Xenia, attach it to a wireless router, and use it to test outside (patron access) to our services. This let's us replicate patron issues with database access, account issues and things like OverDrive and Tutor.
