Well I believe I have solved my own problem and just figured I would post it
up here in case someone was wondering how to do this as well.
I have a script that runs on startup, and depending on the user that is
logging in it will set the ip address either to one that is filtered or one
that isn't filtered. So we will have a normal Patron account and then we
will have a CIPA account. If the person doesn't want to be filtered they
will ask the attendant what the password is to the CIPA account and that
will then change the ip address to one that is not being filtered. The
script uses the NETSH.exe command in order to do this automatically.
