[OPLINTECH] Polaris Client Error message

I have been trying get the Polaris Client working on a computer running
the 32 bit version of Microsoft Windows XP Professional. When I log into
the Polaris Client I receive the following error message:
 
Application context initialization failed:
HRESULT: 0x80040154
Description: Class not registered

Has any libraries running Polaris experienced an error similar to this? 
If so how was it resolved?
