[OPLINTECH] #ARRA CCR and NOFA

If you are considering submitting an individual application for a public 
computing center #ARRA grant, note that you will need to have a current 
registration in the Central Contractor Registration (CCR) database, 
http://www.ccr.gov. You'll also need a DUNS number; see the complete 
list of requirements at https://www.bpn.gov/ccr/StartRegistration.aspx. 
This process should be started immediately.

If you plan to just take part in the State Library application for 
public library computers ~only~, then you will not need to be registered 
-- the State Library will use their own CCR and DUNS for that.

It's also a good idea for everyone who is considering an individual 
application to read through the Notice of Funding Availability (NOFA) at 
http://broadbandusa.gov/files/FedRegNOFA_R2_NTIA.pdf. This is a long, 
wordy document, but be sure to at least read the "Eligible and 
Ineligible Costs for Public Computer Center Projects" on the 12th page 
(page no. 3802) and the scoring criteria for "BTOP Public Computer 
Center Projects" on the 17th page (3807).
