[OPLINTECH] Second round ARRA broadband funds

The ALA has updated their broadband stimulus funds website, 
http://www.ala.org/ala/issuesadvocacy/advocacy/knowstimulus/index.cfm, 
with information about the recently announced second round of ARRA funds 
for broadband, including a webinar scheduled for this Friday afternoon.
